Funds are currently available for single family housing
rehabilitation! The housing rehabilitation program provides federally-funded
forgivable loans up to $50,000 for home improvements. Homeowners in the Historic
Goodyear or Northern Subdivisions neighborhoods who meet income qualifications
may be able to receive funding for home rehabilitation. Limited funds are
available and applications are reviewed on a first-come, first-serve basis.

How do I qualify for the Housing Rehabilitation
Program?
You must be a homeowner living
within the City of Goodyear. You may obtain assistance once per life time. If
you received assistance before, then you may not be eligible. In addition,
your income based on family size, must be at or below federal income
thresholds for the program. Please contact the Community Development
Department for more information about qualifying for the program.

What repairs\replacements are eligible under the
Housing Rehabilitation Program?
Repairs\replacements include,
but are not limited to: air-conditioning units, evaporative (swamp) coolers,
furnaces, dual pane windows, doors, kitchen cabinets, flooring, electrical
and plumbing systems, painting, and accommodations for handicap access.
Forgivable loans are available up to $50,000 per household based on household
need and the availability of funds.

Do you provide emergency
housing rehabilitation?
Unfortunately, the City does
not have an emergency repair/rehabilitation program.

Will repair/replacement work
result in my moving from my home temporarily?
Occasionally, a homeowner will
be asked to vacate his/her home due to the extent of the work to be
done. In such instances, the homeowner is solely responsible for all
costs associated with any temporary living arrangements. Also, at the owner's
expense, the utilities must be on during construction.

How long should I expect my
home's rehabilitation to take?
Depending on the extent of the
work needed, may take from 30 to 150 days to complete.

Do I have to repay the forgivable loan?
Forgivable loans are secured
with a lien against the home through a Deed of Trust. A portion of the loan
is forgiven each year, but is subject to restrictions such as home resale or
other changes in principal occupants as well as ongoing property maintenance
obligations. If the home is sold before the entire loan has been forgiven,
the remaining loan balance will need to be repaid to the City.

What if I want to refinance
my home in the future?
You are allowed to refinance
your home, provided your lender completes a subordination request form and it
is approved by the City. An approval of subordination would allow the new
lender to be in first lien holder of a mortgage against the home.

What if I die before the
forgivable loan period ends?
The death of the
homeowner/borrower shall not constitute a transfer, as long as the home is
occupied as the principal residence of a lineal descendant of the
homeowner/borrower. The lineal descendant's annual income level must
qualify under Housing Program and MUNICIPALITY eligibility guidelines at the
time of commencement of the lineal descendant's residency in the home.
Homeowners are encouraged to obtain a "living trust" or "will"
or other legal mechanisms to transfer title to heirs in case of death.

How long will the Housing
Rehabilitation Program be available?
Funds are very limited and may
only be available through 2010. If you are interested in the program after
that time, you may be put on a waiting list until funds are available.
