Project Overview

The Goodyear Operations Center will be the centralized location for many core City operations, such as Public Safety Administration, Public Safety Training, Telecommunications/911 Center, Police Impound Yard, Emergency Operations Center, Municipal & Public Safety Training Center, the Information Technology Data Center, Public Works Operations Yard (including fleet services, field operations offices, fueling station, and centralized warehouse), Parks & Recreation field operations facilities, as well as a community park that will be the location of the City's historic train depot. In addition, the site may incorporate access for the future 801 freeway. The site is approximately 96 acres located adjacent to the Goodyear 157th Avenue Water Reclamation Facility, just south of MC85 and west of Estrella Parkway.

Phase I of the project was approved as part of the FY 10-11 Capital Improvement Program at $5.6 M - all of which are development fees that have already been collected (no General Funds utilized or debt incurred). The Phase I project includes the overall Master Plan for the site, as well as design and construction of Phase I of the Public Works Operations Yard (3-acre paved equipment & materials storage area) as well as Phase I of the Telecom/911 facility (5,000 sq ft). Proceeding with these Phase I facilities is critical for the City at this time to address immediate needs for environmentally amenable solutions for equipment storage and to provide a sustainable location for the City's emergency communications operations.

Project Schedule

Based upon a project start date of February 1, 2011, it is anticipated that the Master Plan will be completed in about June/July2011, and construction mobilization of Phase I will begin in January 2012, with Phase I completed and operational in December 2012. Shown below is the current major milestone schedule.

Master Plan and Phase I Design

City Council approved a contract with the Phoenix-based firm of Arrington Watkins Architects (AWA) to design the Master Plan, as well as the Phase I facilities. AWA was formed in 1994 by Lynn Arrington and David Watkins, whose collaborative history providing architectural services in the Valley together dates back to 1974. Throughout their partnership, they have established themselves as experts in the design and management of projects that are technically complex, including projects similar to those that will be at the Goodyear Operations Center, such as public safety facilities, public works facilities, warehouse buildings and fuel installations.

As the project progresses, the public will be informed regarding stakeholder review and input opportunities, as well as City Council meetings that will review the project status. Continue to check the City's website (www.goodyearaz.gov) for information as it becomes available.

Phase I Construction

Construction of the Phase I facilities and infrastructure will be procured through a formal solicitation process released by the City's Office of Procurement after the design process is complete (estimated end of 2011).
