What is Electronic Plan Review?
The City of Goodyear Engineering Department is pleased to announce that we are now using an electronic plan review system that will significantly change the way engineering plans are reviewed and approved by the City. The electronic plan review system allows construction plans, reports, exhibits, and any other document that can be converted into PDF format to be electronically submitted to the City of Goodyear Engineering Department for review. The City will also be able to provide comments to the applicant electronically. Subsequent submittals and reviews will then follow the same electronic process until the project is approved.
The electronic plan review system has been implemented by the City of Goodyear Engineering Department in an effort to streamline the construction review process and to assist in reducing costs associated with production, delivery, and pickup of civil engineering construction plans. Both the City and the development community will realize the financial benefits of submitting and reviewing plans via an electronic platform. The electronic plan review process also provides several "environmentally green" benefits. Those benefits most noticeable include a reduction of paper and fuel consumption.

Do I have to participate in Electronic Plan Review?
The City of Goodyear Engineering Department is currently utilizing the electronic plan review system for all projects. All civil construction plan packages must be submitted via the electronic plan review system. (Exceptions may be considered)

Do I need any special software to participate in Electronic Plan Review?
Plans need to be submitted to the system in a PDF format. Many CAD programs have the option of saving the drawing as a PDF file. With plans being submitted in this format, we can add comments and notes without changing the underlying drawing.
To be able to upload files, view files and download comments, you must have Active X Controls installed on your computer.

What are the submittal requirements?
There are specific submittal requirements regarding the electronic plans, naming of plan sets, uploading the Approved Site Plan, Pre Plats, Stipulations, etc. Please refer to the Plan Sets and File Naming Convention document.

I want to submit a project. How do I get started?
The City has developed a simplified set of procedures to assist and guide applicants in uploading and retrieving documents submitted through the electronic plan review system. These procedures and other useful and informative documents can be found on this Website.
First reviews must use the Engineering Plan Review Application Request form to begin the review process. The City of Goodyear Engineering Department should be contacted at 623-882-7979 to assist with any subsequent reviews or if help is needed on any plan submittal.

Troubleshooting

I can't get into the electronic plan review system. It says, "Warning! You have a Pop-up Blocker enabled."
You need to disable the Pop-up Blocker in order to use the electronic review system.

How do I disable a Pop-up Blocker
- IE6 & IE7: Open Internet Explorer, Tools, Pop-up Blocker, and Pop-up Blocker Settings. Allow "ereview.goodyearaz.gov." This allows Pop-ups only from Project Dox.
- Firefox: Click the message and select allow pop-ups for eReview.
- Yahoo: Menu bar, Pop-up Blocker menu, allow from & allow eReview.
- MSN: Menu bar, click to allow, pull down & allow for this site, click to block.
- Google: Menu bar, click the blocked button and this site will be allowed.
- Netscape: Click the {!} button, site will be listed, click allow & OK.

I've uploaded my files and I don't see them. What do I do now?
New users/computers must Install ProjectDox Components "Active X Controls" prior to using the system. Windows Vista and Window 7 users first need to turn off the UAC prior to installing ProjectDox components; it may be turned back on after the installation.

I have submitted my plans to the electronic plan review system. How do I know if they are being processed?
The applicant will receive an email from the City's Engineering Department indicating which files where uploaded to the project. If you do not receive this email within 1 business day, please call 623-882-7979.

I've logged into the electronic plan review system, but I don't see the project I want to enter.
You have not been invited to the project. Some of the most common reasons this may be occurring include: fees have not been paid or comments have not been completed by City staff. Call 623-882-7979 for assistance.
