HB2456 – Revenue Allocation Districts HB2456 – Revenue Allocation Districts
This bill would authorize municipalities to create special districts whose main purpose would be to facilitate the creation of projects for reducing the loss of commerce, industry, or employment or for increasing employment – essentially an economic development tool. The bill covers all aspects for this activity including district formation, district dissolution and sources of revenue.

This bill would allow cities to regulate the sale and use of fireworks within their own boundaries.
HB 2657 – Transaction Privilege Tax Changes HB 2657 – Transaction Privilege Tax Changes
This bill would significantly hurt cities and towns on several levels. First, it would change the collection of construction sales tax from point of destination (where things get built) to point of sale (where supplies are purchased). As a City with large tracts of undeveloped land, this bill would severely impact our ability to build infrastructure, which is needed to help attract businesses and create jobs.

On May 11, 2012, Governor Janice K. Brewer issued an executive order establishing the Transaction Privilege Task Simplification Task Force. The purpose of the Task force was three fold.
SB1321 - Residential Energy Efficiency; Building Codes SB1321 - Residential Energy Efficiency; Building Codes
This bill seeks to grant State preemption in the regulation of residential energy consumption and efficiency. It would make it unlawful for a city to set its own building code standards when addressing energy efficiency.
HB2331 - Bonding; Taxation; Expenditures; District Limitations HB2331 - Bonding; Taxation; Expenditures; District Limitations
This bill seeks to limit the amount of expenditures and debt that can be accumulated by linking all special districts (including an IDA, CFD, Water District etc.) directly with limits set on the city in which they reside. This would include tying expenditures to a cities expenditure limitation and debt limitations to its constitutional debt limit. The bill makes no adjustments for valuations or expenditure limits associated with preexisting districts special districts.
HB 2386 - Utilities Tampering HB 2386 - Utilities Tampering
The State of Arizona already has laws against individuals tampering with the property of a utility. In recent years there has been a significant increase in these types of crimes mainly due to the increased value of certain metals. This bill would further define the scope and nature of those crimes and increase the penalties associated with them.
