Goodyear Planning & Zoning Commission Holding Public Hearings on Major General Plan Amendments

 

(GOODYEAR, AZ) Seven major General Plan Amendments (GPAs) have been submitted to the City this year. To learn more about the seven GPAs or to comment on them, please plan to attend the Planning & Zoning Commission public hearings that will be held before the GPAs go before the Goodyear City Council for action in December 2006 or January 2007.  The dates and times of the three hearings are:

 

·         Wednesday, Oct. 18 at 7 pm at Estrella Foothills High School, 13033 S. Estrella Pkwy, Goodyear, AZ

·         Thursday, Nov. 9 at 6 pm at the Mobile Elementary School, 42798 South 99 th Ave., Mobile, AZ (for Sonoran Valley GPA ONLY)

·         Wednesday, Nov. 15 at 7 pm at the Goodyear Justice Facility, 986 S. Litchfield Rd, Goodyear, AZ

 

The seven GPAs are:

1. South Goodyear General Plan Amendment – to facilitate future zoning and development of approximately 867 acres of land containing three separate parcel groupings, which are as follows: 78 acres at the northeast corner of Chandler Heights Road and Sandia Road; 475 acres east of Rainbow Valley Road between Chandler Heights Road and Ocotillo Road; and, 158 acres at the northwest corner of 155th Avenue and Riggs Road.

2. Estrella Mountain Ranch General Plan Amendment –to amend the General Plan’s Roadway Functional Classification Plan to revise the arterial roadway network within and adjacent to Estrella Mountain Ranch to facilitate future zoning and development. The proposed Amendment affects approximately 242 acres of proposed roadway alignments located between Ray Road and Patterson Road.

                                Applicant: Burch & Cracchiolo LLC, on behalf of Newland Communities

 

3. Rainbow Valley Triple Siete General Plan Amendment –to facilitate future zoning and development of approximately 999 acres, generally located at the southwest corner of Rainbow Valley Road (179th Avenue) and Willis Road in the Rainbow Valley area.

                                Applicant: Earl, Curley, & Lagarde, on behalf of Triple Siete, LLC

 

4. Sonoran Valley General Plan Amendment – to facilitate the zoning and development of portions of an area encompassing approximately 95 square miles south of the City’s existing southern planning area, extending the City’s planning area south of Patterson Road to approximately two miles south of State Route 238, and generally following the Sonoran Desert Monument boundary on the west and the Maricopa-Pinal County boundary on the east.

5. Madeira General Plan Amendment – to facilitate future zoning and development of approximately 2,363 acres of land generally located between Chandler Heights Road and Patterson Road, and ½-mile east of Rainbow Valley Road (179th Avenue) eastward to ¼-mile west of the 155th Avenue alignment.

                                Applicant: Snell & Wilmer, LLP, on behalf of AREAD, Inc.

 

6. Perryville & Ocotillo General Plan Amendment to facilitate future zoning and development of approximately 1,720 acres generally located west of the Perryville Road alignment and south of the Ocotillo Road alignment in the Rainbow Valley Area.

7.  207th Avenue & Pecos General Plan Amendment - to facilitate future zoning and development of approximately 2,554 acres generally located at the southwest corner of 207th Avenue and Pecos Road and extending approximately one mile to the west of the 207th Avenue alignment from Pecos Road to Riggs Road in the Rainbow Valley Area.

The Sonoran Valley GPA is the only one where the City of Goodyear is the applicant. It represents the largest change to Goodyear’s General Plan since it consists of 95 square miles that would increase Goodyear’s land planning area by 70 percent.  Three key areas are included in the area’s 60,900 acres: 1) 5, 310 acres of state land that the City of Goodyear is masterplanning for future development, 18,000 privately owned acres of which 11,000 is owned by Montage Holdings which is planning a mixed-use master planned development that would have 202,000 people at build-out 20 to 30 years from now, and 3) 31,000 acres of open space, owned by the Bureau of Land Management, all of which be preserved as open space.

 

Adding the Sonoran Valley to Goodyear’s planning area helps assure quality development south of Goodyear, maintains a major Valley north-south transportation corridor for Loop 303 to connect to I-8, eliminates a “cul-de-sac” situation at Goodyear’s current southern border by adding a regional road through the Sonoran Valley to link with SR 238, and preserves 31,000 acres of open space and allows for migratory trails to be maintained.
