Goodyear Planning and Zoning Receives Outdoor Lighting Standards Ordinance Award

 

(GOODYEAR, AZ) The City of Goodyear is proud to announce that the Planning and Zoning Division of the Community Development Department has received an award for their outdoor lighting standards ordinance from the Arizona Planning Association at their annual conference in Mesa on September, 28, 2006.

 

Most cities and towns have one set of outdoor lighting standards.  Goodyear’s new standards recognize that “one size doesn’t fit all” areas of a community.  The City has adopted a unique and very flexible approach to outdoor lighting standards and requirements in order to accomplish two things: 1) quality site lighting and 2) “dark sky” protection.  The regulations set reasonable parameters for designers to work within, while allowing the opportunity for creative light designs.  This ordinance outlines various lighting zones and stipulates established setbacks, shieldings, heights and foot candles to prevent light trespass.

 

The standards address new residential and nonresidential projects, as well as developments that require special lighting considerations, such as parking structures, gas stations/convenience stores, drive-throughs, banks/ATMs, religious facilities, and automobile dealerships.  In addition, sports lighting for all public as well as private facilities have been addressed in these standards.  The ordinance has empowered the planning staff to take a proactive approach to minimize the negative impacts of light trespass and glare on surrounding neighborhoods and properties.

 

Since adoption of the ordinance, developers have submitted better quality and more complete lighting plans, which have greatly assisted the planning staff with assessing potential lighting impacts to surrounding properties.  The flexibility of the standards will allowed staff to address the special lighting needs of various uses, such as the planned regional mall, as well as being sensitive to those neighborhoods desiring “dark skies”.

 

The ordinance had proven itself as a winner time by its uniqueness, two-pronged approach to ensure quality lighting while protecting the “dark sky”, zonal flexibility, comprehensive approach to all types of residential, business and recreational lighting, and the ease with which other cities of any size can adapt the ordinance to their communities.
