Goodyear City Manager Announces Retirement


(GOODYEAR)Stephen Cleveland, City Manager, announced today that he will retire from the City of Goodyear effective December 31, 2007. Cleveland has worked for the City of Goodyear since 1983, first as an Assistant City Manager, and then as the City Manager beginning in 1989.


Cleveland has contributed significantly to the success of the City of Goodyear, guiding it through a period of explosive growth. Goodyear has grown from a population of 3,000 residents in 1985 to more than 50,000 residents in 2007. Cleveland has assembled and directed a team of more than 500 employees.  Together with the employees, he has established Customer Service Culture and Employee Development Programs, including a monthly, six-day-long New Employee Orientation that has been in existence since 1996.


Between 1989 and 1996, Cleveland worked with schools, other cities, and developers to establish the landmark City-School-Developer Compact, still used today, to advance quality education and facilities.  Over the years, Cleveland also created development agreements which have resulted in many high quality developments that now exist; and new, upscale residential, retail and industrial projects that are in the works or being built. Groundwork has been laid for a new city hall, a regional mall, spring training ballpark, and private universities.


In addition to his normal duties, Cleveland still finds time to give to the community and be involved in regional and local affairs.  For more than 10 years, he has served as the Chairman of the Groundwater Users Advisory Council (GUAC) for the Phoenix Active Management Area (AMA) of the Arizona Department of Water Resources.  As Chairman of the Maricopa Association of Governments (MAG) Air Quality Technical Advisory Committee for the past six years, Cleveland continues his long record of chairing or serving on many regional governance committees and task forces.  He is a founding member of Leadership West, an active Rotarian, a past Honorary Squadron Commander at Luke AFB, and serves on the Board and Executive Committee for Fighter Country Partnership.


Cleveland’s commitment to public service was recognized by the Arizona City County Management Association (ACMA) in 2003 when it awarded Cleveland the Jack DeBolske Professional Excellence Award. Cleveland’s excellence was further recognized when he was accepted in the Harvard State and Local Leadership Program. He was recently recognized for his more than 30 years of service by the International City County Management Association (ICMA).  Finally, Cleveland has been a speaker and presenter at numerous national, state and local conferences and leadership programs.


Cleveland has notified Mayor and Council that he would like to assist the City in a consultant capacity during the transition period until his retirement in order to fully utilize his extensive historical and institutional knowledge regarding the City of Goodyear.
