7.A. Council approved draft minutes of a Worksession held on November 1, 2010; a Worksession and a Regular Meeting held on November 08, 2010; a Worksession and a Regular Meeting held on November 15, 2010; a Special Meeting held on November 17, 2010; and a Special Meeting held on November 18, 2010.
7.B. (10-4550) Council approved the issuance of a Utility Easement to Arizona Public Service Company, an Arizona corporation, within the Park-and-Ride facility located near the northwest corner of Interstate 10 and Dysart Road.
7.C. (10-4551) Council approved the final re-plat for Palm Valley Phase VI Perimeter West One, subdividing approximately 236 acres into 35 lots and ten tracts, generally located east of Cotton Lane, west of the Loop 303, north of Indian School Road, and south of Camelback Road, subject to stipulations.
7.D. (10-4527) Council 1. Accepted the Goodyear Police Department and Goodyear Fire Department grant awards from the Arizona Department of Homeland Security in the amount of $80,000.00 for each department (total of $160,000.00); and
2. Adopted Resolution 10-1410 authorizing the Mayor to execute a Subgrantee Agreement for participation in the Goodyear Police Department and Goodyear Fire Department Urban Area Security Initiative (UASI) Chemical, Biological, Radiological, Nuclear, Explosive (CBRNE) Response Team Sustainment/Enhancement Grant Program between the Arizona Department of Homeland Security and the City of Goodyear; providing for separability; and providing for an effective date.
7.E. (10-4528) Council 1. Accepted the Goodyear Police Department and Goodyear Fire Department grant awards from the Arizona Department of Homeland Security in the amount of $4,000.00 for each department (total of $8,000.00); and
2. Adopted Resolution 10-1411 authorizing the Mayor to Execute a Subgrantee Agreement with the State Of Arizona for continued participation in the Urban Area Assessment Teams-Terrorism Liaison Officers Sustainment Grant Program; providing for separability; and providing for an effective date.
8.A. (10-4541) Council 1. conducted a Public Hearing to consider the submittal of one Community Development Block Grant ("CDBG") application and one Home Investment Partnership Program ("HOME") application to the Maricopa County Human Services Department for the purpose of fulfilling the projects outlined in the Consolidated Plan for 2011-2012 fiscal years; and
2. Adopted Resolution 10-1413 authorizing the submission of one application for FY 2010-2011 Community Development Block Grant (CDBG) Program Funds and one application for the FY 2011-2012 Home Program Funds to the Maricopa County Human Services Department and authorizing the City Manager to execute all documents relating to said applications.
8.B. (10-4543) Council Adopted Ordinance 10-1228 (with a change to Section 4-4-6(A.), changing the set back from 50 feet to 100 feet) amending Article 2 (Definitions), and Article 4 (Special Uses, Uses Requiring Additional Evaluation, Nonconforming Uses And Buildings) of the Zoning Ordinance of the City of Goodyear, Arizona, adopted May 24, 1999, as amended, creating a new Section 4-4 to allow temporary uses under certain terms and conditions and provide a definition for temporary uses; providing for severability; and providing for an effective date.
8.C. (10-4509) Council approved a Professional Services Contract and Purchase Order Not to Exceed $864,055 with Durrant for the Master Plan of the Goodyear Operations Center site, and design of Phase I facilities (Telecom/911 and Public Works Operations Yard).
8.D. (10-4524) Council 1. Awarded a contract in an amount not to exceed $3,300,000 to Motorola for the design and implementation of the radio system pending final approval of the contract by the Goodyear city attorney; and
2) Awarded a contract in an amount not to exceed $1,100,000 to Motorola for the construction of the Rainbow Valley antenna site pending final approval by the Goodyear city attorney.
8.E. (10-4553) Council approved the Special Use for a Wireless Communication Facility (WCF) to include a 120-foot tall radio tower with an approximately 500-square foot equipment shelter in the Public Facilities District (PFD) on a portion of the 4.48-acre Rainbow Valley Water Reclamation Facility at the northeast corner of Rainbow Valley Road and Willis Road, subject to stipulations.
