7.A. Council approved draft minutes of a Worksession, a Regular Meeting and a Special Meeting held on October 25, 2010.
7.B. (10-4539) Council reinstated Leslie Benton-Miller and appointed new member Mark Pelletier to the Goodyear Centennial Committee for a period of approximately 18-months through the State's Centennial Celebration on February 14, 2012.
7.C. (10-4530) Council approved a request for a Special Use to allow an AT&T Wireless Communication Facility (WCF) in the Public Facilities land use of the Palm Valley Phase VIII PAD on property located southwest of the intersection of McDowell Road and Sarival Avenue, south of the Roosevelt Irrigation District (RID) canal, with a waiver to allow a reduced setback of 19.8 feet from the north property line, 15.7 feet from the south property line, and 30.9 feet from the west property line in lieu of the required 65 feet, subject to stipulations.
7.D. (10-4536) Council adopted Ordinance 10-1227 providing for an amendment to the 288-acre Sierra Vista Foothills Final Planned Area Development (PAD) to exclude 7.4 acres from the PAD and rezone the 7.4 acres to the Estrella Phase II Final PAD and approve an amendment to the PAD for the remaining 281 acres, generally located on the northeast corner of Pecos Road and the Sarival Road alignment (future Cotton Lane) and bounded on the east by the Estrella Mountain Regional Park and private land; adopting Supplementary Zoning Map No. 10-102 to provide for the PAD zoning amendment; providing separability; and providing for an effective date.
8.A. (10-4531) Council:
1. Conducted a public hearing to discuss amending Article 7 of the City of Goodyear Zoning Ordinance pertaining to the regulation of temporary signs and amending Article 7 of the City of Goodyear Zoning Ordinance to provide for digital marquee signs;
2. Adopted Ordinance 10-1225 amending Article 7-9 (Temporary Signs), and Article 7-10 (Subdivision Signs) of Article 7 (Sign Regulations) of the Zoning Ordinance of the City of Goodyear, Arizona, adopted May 24, 1999, as amended, modifying the amount of time temporary signs may be displayed for special promotions and grand openings; clarifying the types and number of temporary signs that are allowed; amending the kiosk sign program to allow advertising of commercial uses; allowing an increase in the number of flags displayed at a model home complex; providing for severability; providing a 24-month sunset provision; and providing for an effective date; and
3. Adopted Ordinance 10-1226 amending Article 7-5 (Definitions) and Article 7-8 (Permitted Permanent Signs) of the Zoning Ordinance of the City of Goodyear, Arizona, adopted May 24, 1999, as amended, adding a definition for "digital marquee" signs; amending the definition of "off-site sign"; and adding a provision to allow digital marquee signs in certain zoning districts; providing for severability; and providing for an effective date.
