7.A. (09-4285) Council approved a request from Kim Kwiatkowski, representing Circle K Stores Inc. for a Series 09 Location Transfer liquor license, #09070190, for Circle K Store #9177, located at 1264 N. Litchfield Rd., (Generally located at the Northwest corner of Litchfield Rd. and I-10).
7.B. (09-4257) Council approved a preliminary plat for Estrella 85 Commerce Park subdividing 8.71 acres into four commerce park lots, generally located on the west side of Estrella Parkway, north of MC-85, subject to stipulations.
7.C. (09-4256) Council adopted Ordinance 09-1196 providing for the establishment of a final Planned Area Development (PAD) overlay on 8.71 acres of property within the General Industrial Park (I-2) Zoning District for a commerce park development known as Estrella 85 Commerce Park, generally located on the west side of Estrella Parkway, north of MC-85; adopting Supplementary Zoning Map No. 09-002 to provide for the change in zoning; providing separability; and providing for an effective date.
7.D. (09-4293) Council adopted Ordinance 09-1197 extending and increasing the corporate limits of the City of Goodyear, Maricopa County, Arizona, pursuant to the provisions of Title 9, Chapter 4, Article 7, Arizona Revised Statutes and amendments thereto, by annexing 1.3 acres of Old Thomas Road Right-of-Way from Cotton Lane to Loop 303 in Maricopa County; rescinding Ordinance No. 08-1150; and providing city zoning designation of Agricultural (AG).
8.A. (09-4309) Council conducted a public hearing to discuss adoption of Resolution 09-1342 approving a Minor Amendment to the Goodyear General Plan 2003-2013; and
Council adopted Resolution 09-1342 approving a minor amendment to the Goodyear General Plan 2003?2013 to amend the planned land uses for 150 acres of land generally located along the Bullard Wash between Van Buren Street and Yuma Road from Medium-High Density Residential (M-HDR), Light Industrial (LI), and Open Space (OS) to Medium-High Density Residential (M-HDR), Light Industrial (LI), Open Space (OS), and Community Commercial (CC); and providing for an effective date.
8.B. (09-4311) Council postponed to a future date the adoption of a resolution approving a major amendment to the Circulation Element, Chapter 3, of the City of Goodyear General Plan 2003-2013.
8.C. (09-4307) Council adopted Ordinance 09-1198 providing for the rezoning of approximately 943 acres from the Agricultural Urban (AU) Zoning District to the Preliminary Planned Area Development (PAD) Zoning District, rezoning approximately 157 acres from the Final Planned Area Development (PAD) and Public Facilities (PFD) Zoning Districts to the Preliminary Planned Area Development (PAD) Zoning District, and amending 6,745 acres of the approved Hidden Valley Preliminary Planned Area Development (PAD) for the Estrella Region III Preliminary Planned Area Development containing a total of 7,845 acres, generally located within the road alignments of Queen Creek Road to the north, Patterson Road to the south, Perryville Road (187th avenue) to the west, and Litchfield Road (139th avenue) to the east; adopting Supplementary Zoning Map No. 07-029 to provide for the change in zoning; providing separability; and providing for an effective date.
8.D. (09-4312) Council adopted Resolution 09-1346 adopting a Notice of Intent to enter into a First Amendment to the Retail Development Incentive Agreement with Westcor/Goodyear, LLC, and Globe Land Investors, LLC., for the construction of a regional shopping mall on the northeast corner of McDowell Road and Bullard Avenue.
8.E. (09-4316) Council adopted Resolution 09-1347 to establish the Citizen Ad-Hoc Budget Committee.
